Stops hotkeys tracking but preserves the collected data.

After stopping, the tracking data remains available through [`HOTKEYS GET`](https://redis.io/docs/latest/commands/hotkeys-get) until [`HOTKEYS RESET`](https://redis.io/docs/latest/commands/hotkeys-reset) is called or a new tracking session is started.
